What this resource explains
Telling someone to choose a better future has little value when every visible route toward it is blocked. A program may have to provide the first credible connection to employment, housing, healing, education, transportation, or a trusted adult.
The program should not remain the only pathway. Its job is to establish enough stability and trust to connect the participant to a wider network that can last beyond one worker or grant.

See how this idea helps with a decision
Here is an example to work through. The linked source explains the idea or guest account. The next move is ICM guidance.
- Where it shows up
- A participant receives a list of jobs but has no transport, identification, or trusted person to help complete the application.
- A useful move
- Provide the first usable connection, confirm the handoff, then widen the network so the person is not dependent on one worker.
- What this does not prove
- A referral count is not a completed opportunity or evidence that violence changed.
