From Safety Council to Violence Reduction Plan

An overview of how a community safety council can turn shared priorities into an accountable violence-reduction plan.

What this resource explains

A Community Safety Council becomes useful when it produces a shared plan that assigns specific work, resources, timelines, measures, and decision-making responsibility.

The plan should identify the people and places facing the highest risk, connect them to prevention, intervention, response, and recovery services, and address the institutional barriers that could prevent those services from being delivered.

A plan should say which pattern of harm it is trying to change, whose exposure is greatest, and why the proposed work could change that pattern. Separate immediate safety and retaliation prevention from longer-term supports such as housing, employment, healing, and youth opportunity. Give each lane an owner and a link to the others.

For example, if the council identifies repeated shootings around a small network of people and places, the plan might connect timely outreach, victim support, conflict mediation, and safer routes to services. The council must check whether people were reached, whether referrals became usable support, and whether the pattern changed. A lower incident count alone cannot reveal which part of the plan contributed.

Work it through

Turn one priority into an accountable plan

Start with a locally verified pattern of harm and the people most affected. Bring community partners into the choice before selecting an intervention.

What to leave with: One plan entry connecting the problem, mechanism, delivery, owner, resources, and learning decision.

What kind of violence, among whom, where, and over what period? Which data and lived accounts support or complicate that picture?

What needs to change and why would the proposed work change it? Separate immediate safety from longer-term conditions.

Who receives what support, how often, for how long, through which partners, and how will a failed handoff be repaired?

Who can authorize and fund each part? Name the lead, supporting partners, start date, staffing, and dependencies.

What shows reach, quality, experience, and outcomes separately? When will the council review them and what can it change?

This worksheet helps organize a decision. It does not replace a local assessment, safety and privacy protocols, legal review where needed, or implementation planning with the people affected.

Use the part you need next. A guest’s account, research finding, local pattern, and implementation plan answer different questions.
